The EU Member States do not fully comply with the Single market’s rules and principles and this undermines the credibility and effectiveness of the EU. This creates significant problems for citizens and companies and prevents the Single Market from fully delivering projected benefits.

In this report, we analyse why non-compliance occurs and the enforcement tools which the EU institutions have developed over time to tackle non-compliance. The purpose of the report is to lay down grounds for an analytical and constructive work in the quest of compliance and an effective enforcement system.
